The board works actively to provide strategic leadership for all the organisations across the county of Norfolk that have responsibilities to safeguard adults from abuse. The board's structure reflects the diverse geographical make up of Norfolk in its Locality Safeguarding Adults Partnerships, and looks to undertake its strategic work through a number of specialist subgroups and task and finish groups.

Members of subgroups and task and finish groups are drawn from agencies and organisations that can influence policy and practice in Norfolk.
